Florida GPCI and RVU Payment Guide

Florida does not have one statewide GPCI record in the 2026 dataset used by the RVUinUSA calculators. Florida is represented by three Medicare payment localities: Fort Lauderdale, Miami, and Rest of Florida. A Florida payment estimate is therefore a locality question, not a state-average question.

This guide explains how to select the Florida locality and how the choice changes a code-level estimate. It is not coding advice, a payer fee schedule, or a substitute for the current CMS source file.

Florida localities in the 2026 dataset

The calculator dataset stores Work, PE, and MP GPCI separately because each factor adjusts a different RVU component.

Locality Work GPCI PE GPCI MP GPCI
Fort Lauderdale 1.000 1.013 1.808
Miami 1.000 1.041 2.529
Rest of Florida 1.000 0.956 1.503

These values are the current imported 2026 records behind the site calculator. Verify the applicable CMS locality and source row before using an estimate for billing, budgeting, or a contract decision.

Why the Florida locality changes payment

Work GPCI adjusts work RVU, PE GPCI adjusts the selected practice expense RVU, and MP GPCI adjusts malpractice RVU. The three factors are not interchangeable, and a single Florida multiplier cannot reproduce the component-level calculation.

Adjusted total RVU =
  (Work RVU x Work GPCI)
+ (Selected PE RVU x PE GPCI)
+ (MP RVU x MP GPCI)

Payment estimate =
Adjusted total RVU x Conversion Factor

Worked Florida example: CPT 99213

To isolate the locality effect, hold the code, setting, and participant status constant. The example below uses the 2026 database record for CPT 99213, the non-facility PE value, and the non-QP conversion factor of USD 33.4009.

Input Value
Work RVU 1.30
Non-facility PE RVU 1.46
MP RVU 0.09
Conversion factor USD 33.4009
Florida locality Adjusted total RVU Estimated payment
Fort Lauderdale 2.942 USD 98.26
Miami 3.047 USD 101.79
Rest of Florida 2.831 USD 94.56

These are locality-adjusted illustrations from the stated inputs. They are not guaranteed allowed amounts. Payer rules, claim status, modifiers, sequestration, beneficiary circumstances, and other payment rules can change what is actually paid.

Facility and non-facility settings

The PE value changes with the selected setting when the code has separate facility and non-facility values. Using the same CPT 99213 record and the same Florida locality factors, the facility PE value in the dataset is 0.33 rather than 1.46. The resulting examples are:

Florida locality Facility estimate Non-facility estimate
Fort Lauderdale USD 60.02 USD 98.26
Miami USD 62.50 USD 101.79
Rest of Florida USD 58.48 USD 94.56

Do not choose a setting based only on whether a hospital is involved. Use the applicable CMS payment context and record the setting beside the result.

Florida GPCI review workflow

  1. Identify the practice location and the applicable Florida payment locality.
  2. Confirm the CPT or HCPCS code through the appropriate coding and documentation process.
  3. Choose facility or non-facility practice expense based on the payment scenario.
  4. Keep Work, PE, and MP GPCI visible rather than replacing them with one average.
  5. Run the same code and setting in the GPCI Calculator or the CPT 99213 RVU Calculator.
  6. Save the locality, data year, setting, and conversion-factor status with the copied result.

GPCI and physician compensation are different

GPCI changes a Medicare payment estimate. A physician compensation plan may use credited work RVUs and a contract-defined dollars-per-wRVU rate without applying Florida GPCI. Review the written agreement separately from the Medicare estimate.

FAQ

Does all of Florida use the same GPCI?

No. The current calculator dataset contains Fort Lauderdale, Miami, and Rest of Florida records with different PE and MP factors.

Can I use a Florida state average for a claim estimate?

Not when the applicable payment locality is known. Use the locality record that matches the practice or service location.

Does Florida GPCI change wRVU compensation credit?

Not automatically. GPCI is part of the Medicare payment formula; compensation credit depends on the written contract or employer policy.
